MINUTES AND PROCEEDINGS OF INCOMMITTEE MEETING OF LETTERKENNY TOWN COUNCIL HELD IN THE PUBLIC SERVICES CENTRE, NEIL T. BLANEY ROAD, LETTERKENNY ON MONDAY, 12TH SEPTEMBER, 2005 AT 6.00 PM

MUNICIPAL POLICY COMMITTEES

P. Doherty, Town Clerk advised the Members that following the July Meeting of the Council a public notice had been advertised seeking nominations for a Municipal Policy Committee. In reply to this advertisement four nominations had been received. The Town Clerk further advised the Members that a Municipal Policy Committee would comprise 4 Members of the Council, 4 Members of the Community and the Town Mayor. The Members considered the nominations received. A brief discussion followed with the Members accepting the nomination of Tony Duffy and Margaret Toner. It was agreed that the Town Clerk would write out to Letterkenny Residents Group asking them to put forward their nominee and also clarify the nomination of Margaret Murray, Ramelton as this committee would only relate to Letterkenny issues. It was agreed that the Town Clerk would revert back to members when clarification was received.

FORMER COUNCIL OFFICES

The Town Clerk informed the Members that following previous discussions in relation to the Former Council Offices that a settlement had now been reached with the Insurance Company. He stated that the Council’s Structural Engineer had rendered the building unsafe and proposed that the building should be demolished. P. Doherty, Town Clerk further advised the Members that work had now commenced on the Arts Centre adjacent to the former offices and that this building was unsafe. A brief discussion followed and on the proposal of Cllr. C. Brogan seconded by Cllr. N. Clarke it was agreed that the former Council Offices would now be demolished. Cllr. D. Larkin asked that the Council still live up to their commitment to Donegal Youth Service with Cllr. J. Crossan asking that some reference be made on this site to the family who lived there. Cllr. G. Mc Monagle proposed that a tree which had been planted in this area in 1985 in memory of those killed in the Hiroshima Atomic Bomb be replanted in the town on this being the 60th Anniversay of the tragedy. This was seconded by Cllr. D. Larkin.

LETTERKENNY COMMUNITY DEVELOPMENT PROJECT

The Town Mayor, Cllr. D. Blake welcomed the deputation from Letterkenny Community Development Project. Ms. Margaret Toner outlined to the Members the current position in relation to Letterkenny Community Development Project and their proposal to construct a multi-purpose community building and footpath pitch etc. The Members thanked Margaret for her presentation and welcomed the project. Cllr. D. Larkin outlined to the Members that the previous Council took a decision to offset an area of the 8 acres at Ballyboe for this muti-purpose building and proposed that that the Council facilitate this project by making the lands available. This proposal was seconded by Cllr. C. Brogan. The Town Clerk, P. Doherty advised the Members that he would met with Margaret within the coming week to progress this project and that a Section 183 Notice would be brought before the Members for the October Meeting of the Council.

CCTV

The Town Mayor, Cllr. D. Blake advised the Members that the Chamber of Commerce were finalising their submission for a community based CCTV programme. He stated that the Chamber has led this application but that the Town Council would be responsible for the operation/maintenance of the system if successful. He stated that a commitment was needed from the Town Council for support and funding. A lengthy discussion followed with the Members supporting CCTV in principle but had reservations in relation to their responsibility and that clarification would be needed on same. Cllr. C. Brogan proposed that the Council meet the Chief Superintendent to discuss CCTV. Further discussion followed and it was agreed that the Council arrange a meeting with the Gardai in relation to CCTV and that as the application for Community Based CCTV had to be submitted by the end of the week and that a letter would be sent to the Department outlining that the Council would be financially supportive of the project.

LETTERKENNY JU-JITSU

The Town Mayor, Cllr. D. Blake congratulated Josie Murray on winning a Gold Medal in the World Championships and it was agreed that a letter of congratulations be sent to Josie Murray in this regard. The Town Mayor also congratulated Josie Murray on hosting the 2005 United Nations of Ju Jitsu International Tournament and it was agreed by the Members that the Council would sponsor the medals for this event.

This concluded the business of the meeting.
