Minutes: Council AGM 2005

MINUTES AND PROCEEDINGS OF ANNUAL GENERAL MEETING OF LETTERKENNY TOWN COUNCIL HELD IN THE TOWN COUNCIL OFFICES, PUBLIC SERVICES CENTRE, NEIL T. BLANEY ROAD, LETTERKENNY ON THURSDAY 30TH JUNE, 2005.

MEMBERS PRESENT: Cllr. D. Larkin, Cllr. D. Blake, Cllr. C. Brogan, Cllr. J. Crossan, Cllr. V. Fisher and Cllr. G. Mc Monagle

OFFICIALS PRESENT: M. Mc Loone, County Manager
P. Doherty, Town Clerk
M. Mc Fadden, Town Engineer
F. Friel, Asst. Town Clerk

The Town Mayor, Cllr. D. Larkin began the meeting by expressing a vote of sympathy to Cllr. Phonsie Travers and family on the recent death of his wife. It was agreed that a letter be sent to the Travers family in this regard.

The Town Mayor, Cllr. D. Larkin asked that it be put on record that a vote of sympathy be passed to the Parke family and Martina Parke on the death of Anthony Parke.

The Town Mayor congratulated Seamus Mc Gonalge, Community Guard on his recent promotion and that a letter of congratulations be sent on behalf of the Council. It was also agreed that a letter be sent to the Gardai asking that Garda Mc Gonagle’s post as Community Guard be filled as soon as possible.

The Town Mayor congratulated Sean Doherty, Highland Radio on receiving the North West Person of the Year Award and it was agreed that a letter be sent to Mr. Doherty in this regard.

ELECTION OF MAYOR

Cllr. D. Larkin, the outgoing Mayor, thanked Cllr. D. Blake, Deputy Mayor, his colleagues, officials and staff of Letterkenny Town Council both indoor and outdoor for their co-operation during his year as Mayor of the Council. He outlined that it had been a great year for the Council and thanked the media for their coverage of various events during the year.

The Members in turn congratulated Cllr. D. Larkin on his outstanding year as Mayor of Letterkenny Town Council and also the work of the deputy Mayor, Cllr. D. Blake.

The County Manager, Cllr. M. Mc Loone on his own behalf and on behalf of the staff of Letterkenny Town Council and Donegal County Council for his courtesy and co-operation during the year.

The Town Clerk, Cllr. P. Doherty also congratulated Cllr. D. Larkin, outgoing Mayor on his own behalf and staff on his year as Mayor.

Cllr. C. Brogan then formerly proposed Cllr. D. Blake as Mayor and this proposal was seconded by Cllr. V. Fisher. As there were no other proposals Cllr. D. Blake was seemed to be elected and he took the Chair.

Cllr. G. Mc Monagle outlined that although he wished Cllr. D. Blake all the best as Mayor he could not agree with the current system of election of Mayor and asked the Members that a power sharing arrangement be considered.

The Mayor, Cllr. D. Blake thanked the Members for electing him to the Chair paying tribute to the outgoing Mayor. The Town Mayor, Cllr. D. Blake thanked his family and friends for their support and looked forward to the challenging year ahead.

The County Manager, M. Mc Loone on his own behalf and on behalf of all the staff congratulated Cllr. D. Blake on his election as Mayor and looked forward to working with him in the year ahead.

The Town Clerk also congratulated Cllr. D. Blake on his election as Mayor and also on behalf of the staff.

ELECTION OF DEPUTY MAYOR

Cllr. V. Fisher proposed that Cllr. C. Brogan be elected as Deputy Mayor of the Council. This proposal of seconded by Cllr. J. Crossan. As there were no other proposals Cllr. C. Brogan was deemed to be elected Deputy Mayor.

ELECTION OF BUDGET COMMITTEE

On the proposal of Cllr. D. Blake seconded by Cllr. D. Larkin it was agreed that the Budget Committee comprise of all the Members present at the Meeting.

ELECTION OF LEISURE CENTRE COMMITTEE

On the proposal of Cllr. D. Blake seconded by Cllr. D. Larkin it was agreed that the Leisure Centre Committee comprise of all the Members present at the Meeting.

DONEGAL TOURISM COMMITTEE

Cllr. V. Fisher proposed that Cllr. J. Crossan be elected as the Council’s delegate to the County Tourism Committee. This proposal was seconded by Cllr. C. Brogan. Cllr. G. Mc Monagle proposed himself as delegate which was seconded by Cllr. C. Brogan. As there were 2 proposals it was agreed that the Council make contact to see if 2 delegates could be nominated from Letterkenny Town Council and if so that Cllr. G. Mc Monage be the Council’s second delegate on the Donegal Tourism Committee.
MUSEUM COMMITTEE

Cllr. V. Fisher proposed that the six existing Members namely Cllr. G. Mc Monagle, Cllr. N. Clarke, Cllr. J. Lynch, Cllr. J. Harte, L. Mc Closkey and Cllr. D. Blake be reelected as the Council’s representatives on the Museum. This proposal was seconded by Cllr. D. Larkin.

DONEGAL COUNTY ENTERPRISE FUND

Cllr. C. Brogan proposed that Cllr. D. Blake be elected as the Council’s delegate to the Donegal County Enterprise Fund. This proposal was seconded by Cllr. V. Fisher.

As there were no other proposals Cllr. D. Blake was deemed elected as the Council’s delegate to the Donegal County Enterprise Fund.

IPBMI

Cllr. D. Larkin proposed that Cllr. V. Fisher be elected as the Council’s delegate to the Irish Public Bodies Mutual Insurances Ltd. This proposal was seconded by Cllr. C. Brogan. As there were no other proposals Cllr. V. Fisher was deemed elected as the Council’s delegate to the IPBMI.

This concluded the business of the meeting.
